GOCO at death’s door

The UK MoD’s plans to privatise its Defence Equipment and Support (DE&S) equipment acquisition agency appear to be falling apart.

With only one team remaining in the bid to take on the contract under a government-owned, contractor-operated (GOCO) model arrangement to run the DE&S, the process could be stopped following further analysis by the MoD, HM Treasury and the Cabinet Office.

In a statement on 19 November, defence secretary Philip Hammond said that one of the two remaining bidders – the Portfield consortium consisting of CH2MHill, Serco and Atkins – had not submitted a bid and had decided to withdraw from
