'Gavin who?' This was a common question on his appointment to the MoD as Secretary of State for Defence in late 2017. The intervening 18 months has proven an intriguing period for the department, doing its best to support a minister with no ministerial experience who seemed determined to treat the job as a stepping stone on his path to No10.
