US budget: Army dares Congress to blink first

The US Army has placed itself firmly on a collision course with Congress over its controversial aviation restructure initiative (ARI).

Essentially making the argument that it is too late to turn back now, the service used the release of the Pentagon’s 2016 budget to argue that it remained ‘steadfast’ in its plans to divest itself of the OH-58 Kiowa Warrior and hand the scout mission over to the AH-64E Apache.
