Russia promotes Uran — but to what purpose?

Russia aims to stand up its first experimental army unit equipped with combat UGVs, Vasily Tonkoshkurov, Chief of Staff of the Russian Ground Forces, said on 9 April.
Neither the Russian Ground Forces nor the MoD indicated when this unit would become operational, however, and the doctrine for employing unmanned vehicles remains unclear at this stage.
The new unit will be armed with five robotic clusters comprising a total of 20 upgraded Uran-9 UGVs. Some of these will be upgraded versions, according to a report from Russian TV station Channel 1.
Each cluster includes four reconnaissance or fire support UGVs,
