EC '09 ROVER 5 demonstrations highlight encrypted full motion video downlink
“Empire Challenge,” the premier US Department of Defense live joint and coalition intelligence, surveillance and reconnaissance (ISR) interoperability demonstration, began in 2004 under the leadership of the National Geospatial-Intelligence Agency (NGA).
While the initial aim of the “Empire Challenge” series was to improve coalition interoperability within the imagery intelligence architecture, the recent leadership switch from NGA to US Joint Forces Command (JFCOM) coincided with a change in emphasis toward the application of ISR to facilitate command and control capabilities.
