Opinion: Royal Navy sailing to stronger waters?

In late 2017 the UK Royal Navy (RN) seemed to be in a difficult place. Wracked by funding challenges threatening enormous cuts, and unable to keep a single major warship deployed over the Christmas period outside of home waters, the public perception seemed to be that of a navy in terminal decline.
